OpenAI is working with the EU AI Office and relevant authorities to implement the EU AI Act, whose transparency obligations come into force on 2 August 2026. The European Commission published guidelines on 28 July 2026 to support providers and operators of AI systems in meeting these requirements.
The company states that it is iteratively improving its security approach and working closely with authorities and customers during implementation to ensure the benefits of AI for Europe's society and economy. OpenAI characterizes transparency in AI-generated content as an ecosystem-wide effort that requires contributions from stakeholders across the entire value chain.
Code of Practice and Europe Initiative
OpenAI joined the EU Code of Practice on 11 July 2025 to advance responsible AI and cooperate with European governments on innovation, infrastructure and economic growth. In January 2026, the company announced it would expand its commitment through "OpenAI for Europe" – a regional adaptation of the "OpenAI for Countries" initiative. This measure aims to support more European governments on additional policy priorities in their national AI strategies.
EU Evaluation Capacity for AI Models
The European Commission announced an action plan on 27 July 2026 that includes a call for proposals to increase EU evaluation capacity for AI models before their market launch in the EU. The EU AI Office has been given responsibility for AI governance and works with the AI Board and national institutions.
Regulatory Fragmentation
Companies must currently navigate different rules across the 27 EU member states, creating operational challenges through regulatory fragmentation. OpenAI submitted a proposal in October 2025 called "Relentless Harmonisation" aimed at promoting the Digital Single Market by reducing regulatory fragmentation.
AI in Science
The EU report on artificial intelligence in science indicates that AI fundamentally transforms scientific practice – from hypothesis generation and experimental design through data analysis, peer review to result exploitation. This report serves as the scientific foundation for the European Strategy for AI in Science.
